Excellency,

Distinguished representatives,

Ladies and gentlemen:

The time has come to close the first official General Meeting of our newly incorporated ICC.

Personally, and on your behalves, I extend thanks:

To ICC Secretary Professor Ahn, Commissioner Yoo, and our Regional Chairs for their valuable advice, work and support this week and during the past year;
Members of ICC committees and working groups for their hard work and dedication throughout the year;
Each of you, as participants, for the progress and wisdom that has come to us this week;
Gianni Magazzeni and his NI Unit staff for our superbly organized session;
Katharina Rose for her activities as our representative here in Geneva; and
To the OHCHR for the support we receive.
ICC22 completes an outstanding year of growth and accomplishment.

Working in a culture of collaboration, we have achieved great milestones in one short year since ICC 20 in Geneva last April. Our over 60 accredited national institutions have established a governance architecture, adopted a new Statute, and incorporated the ICC as a legal, functional non-profit association. We have also produced the landmark Nairobi Declaration.

The ICC has also engaged in important initiatives such as our regular statements before the Human Rights Council, supporting our members in their Universal Periodic Review preparations, preparing for the Durban Review Conference, and our work in Business and Human Rights.

These accomplishments attract the respect and encouragement of United Nations mechanisms, Governments, and civil society.

We can take pride in our accomplishments during this ICC 22nd session, which I will now summarize.

Governance

I congratulate you all for unanimously approving the Governance Working Group’s Report, as amended by the decisions taken by this body on March 24.

The newly amended ICC Statute respects the historical development and successes of the ICC; supports a stronger ICC accreditation process; and gives us the structure we need to function effectively.

Sustainable Funding

The ICC Statute stipulates that ICC funding be generated from annual Membership fees. By creating a Finance Committee and this fee structure, we have the foundation to begin to ensure our financial sustainability.

We have ensured that we can be sensitive to the financial capacities of national institutions who cannot afford the subscription by including the ability to seek a waiver or reduction.

This week we clarified our spending priorities:

We are committed to maintaining representation in Geneva.
We are committed to ensuring that our documents are translated into English, French, and Spanish.
We are committed to exploring the possibility of adding Arabic as our fourth working language.
These governance accomplishments represent a turning point for the ICC. We now shift our energies to a focus on substantive issues.

Substantive issues

Our discussions this week allowed us to focus our attention on important human rights issues that will have an impact on our work in our home countries, regions, and in the international arena.

I draw particular attention to the outcomes of some of our thematic discussions:

Durban Review Conference

In a few weeks, the international community will gather here, in Geneva, and measure the progress made in implementing the Durban Declaration and Programme of Action, adopted in 2001 by the World Conference on Racism.

At least forty (40) national institutions will attend. Our working group has presented a concrete plan for national institution involvement at this conference, in particular by participation in a side event to be held on April 20.

An ICC statement is being prepared and a next draft will be sent to the Regional Chairs, for further circulation and feedback in April."

"The wail of sirens brought Israel to a halt on Tuesday in solemn remembrance of six million Jews killed by the Nazis, with the nation seething over Iranian President Mahmoud Ahmadinejad's latest anti-Israel tirade.

During a two-minute silence across the Jewish state for Holocaust Remembrance Day, pedestrians stopped in their tracks, some with their heads bowed, and road traffic came to a halt.

The collective commemoration came a day after Ahmadinejad, who has repeatedly described the Holocaust as a "myth," stirred a storm of criticism when he described Israel as "the most cruel and repressive racist regime."

His comments at a UN conference on racism in Switzerland triggered outrage in the West and prompted a walkout by many European countries at the opening of the Geneva conference -- held on the anniversary of Adolf Hitler's birthday.

That's a pretty disingenuous headline; what are we to understand the "pretext" of Jewish suffering to mean but Holocaust Denial. But then what else does the man stand for? Everyone knows what he is and they still wanted him to give a speech. The UN is a hate organization of megalomaniacs.
