Oh I'm pretty sure the average citizen knows how the public service screens for new hires.

As a retired public servant ( now known as a public administrator),
I can attest to this. It is damn nigh impossible to be fired. I could list several cases where the employee should have been shit-canned in a heartbeat but is still employed there. Only if you are guilty of racist, sexist or homophobic speech or if you are accused of workplace harassment will the union drop you like a hot potato.
Public servants work in an extremely toxic environment what with
all the grievance mongers constantly looking for something to bitch about. Mostly women, gays, and persons of color.
Sounds like a delightful culture.
Perhaps the CRA has gone downhill. Years ago I applied for a job at Revenue Canada (as it was then known). It required a security check that took a year to complete. In the interim ( I passed) I found another job.

It's because invariably the almighty overlords ruling over us have decreed that the poor helpless new immigrants, especially from that sensitive segment, should be first and above all on that "affirmative action" listing.
For several years, I used to submit my resume to the govt. sponsored Job Bank data base but was never called for an interview ... not once.
My last name does not fit the criteria needed to qualify me for someone from countries whose immigrants are on the "affirmative action" listing.
I wanted to apply as "Miriam Nidal Hussein Akbarali" to see what happens.... but was held back by the "don't lie" posse of pussies making up my household.
I'm sick of lefty fed puff pieces that intentionally understate public sector employment. They always choose the lowest possible subset number that can be used without being accused outright of lying. In the Red Star's case they're excluding military and probably only counting "permanent" classifications, not term or casual. "Here's the numbers directly from statscan.
I did that stunt with the CBC. Sent in several resumes and never heard a peep. Finally sent in a resume with the exact same credentials but with an Islamic name and I was offered an interview after 3 days. This proved two things, i) they don't even read beyond your name when you send in a resume as a white middle aged Canadian, and 2) racism at the CBC is not only inherent, but rampant. Sure am glad my taxes go towards this sink hole.

That's the truth,the other possibility is the crime is committed in another country and they just don't fess up to it.

I work in a union shop myself [private industry...Teamsters] and I know that the people who actually get canned are a small minority of people who could and should be canned for incompetence and sloth, not to mention outright malfeasance. Keep this in mind the next time you have to deal with some holier-than-thou bureaucrat... They are not smart enough to tell you how to live...
