All political. A way to do someone in Winipeg a favor, then it got out of control. Or perhaps it continues to function in the original capacity.

It was a pet project that was foisted on the taxpayers, it will never pay for itself and never make any money, it wasn't needed and only a very few wanted it yet the tax payer is expected to pick up the bill.
