I think the inevitable will happen and this terrorist will be brought here, close to the mother and brothers and the sister married to a judge's son. Hey, he gotta meet his new bro-in-law and the nice parents of his bro-in-law. After all they are all one cosy terrorist family now. Maybe the judge will pull strings to keep the big bad guys in prison from making Khadr into their special bitch ... or maybe not.

What reason would the Minister give for not singing the Prisoner Transfer Agreement?
A year and a few months ago the Harper government signed an agreement with the US government saying they would "look favourably on a transfer request. There is a reference to decisions being subject to security.
In Parliament, the government pretended to have no knowledge of this agreement, until it appeared on the US Defence Department web site, at which point they had to acknowledge it's existence.
They maintained they really had nothing to do with it? But, they would, indeed, "implement" it.
So, now, after a year, in which no new information has emerged, related to security or anything else, the Minister is supposed to come up with some reason for reneging on the deal?
What would that reason be? Oh, Gee! We changed our minds. And, don't forget, this agreement of theirs was a key factor in the plea bargain.
The US government has been trying to get Khadr to accept a plea bargain for years, since before Obama came to power. The reason is that it avoids any appeal to the American courts and they know the case is weak, in spite of the fantasy version presented by Ezra Levant.
The psychological evaluation of Khadr, which indicated he is a high risk to re-offend and shows no remorse for his actions, was not reviewed or even made available the government in advance of signing the deal. That's a good reason.
